Mark B. Apel
Mark holds a Masters Degree in International Affairs and a Bachelor of Sciences degree in Environmental Resource Management from Ohio University and Pennsylvania State University, respectively. His career in planning and environmental resources began as a Peace Corps volunteer in Morocco where he spent four years working with the Moroccan government’s Department of Waters and Forests. Back in the US, after completing his graduate degree, Mark worked for the National Park Service in their Mid-Atlantic Regional Office’s Division of Planning. There, he managed and facilitated a congressionally authorized Wild and Scenic River study that resulted in the designation of New Jersey’s first Wild and Scenic River. Mark has lived in Arizona for over 18 years and moved to Cochise County in 1990 to take a position as preserve manager for The Nature Conservancy’s Muleshoe Ranch. Mark has also done private consulting in environmental planning which landed him short-term consulting jobs back in Morocco, Madagascar, Honduras and in Arizona. Mark moved to Bisbee in 1997 and worked for the County’s Planning Department. for ten years where he successfully facilitated the adoption of water conservation plans, ordinances and other planning tools. Mark now works for the University of Arizona’s Cooperative Extension as an area extension agent, where he is developing and implementing Extension’s first outreach program in land use planning and sustainable development in southeastern Arizona. Mark lives with his wife and daughter in Bisbee – home of the lavender pit and electric beer.

Maria Masque, Principal
Maria is a principal with The Planning Center and oversees the
community and regional planning division of the firm. In addition,
she coordinates outreach efforts, moderates high profile public
participation programs, and serves as quality control officer for
the long-range planning projects of the firm. She has 20 years of
experience working in the planning field. Maria has coordinated the preparation of more than 30 general plans; drafted regulations for more than 20 zoning codes, and prepared numerous redevelopment and revitalization plans, design guidelines, and planning studies. She has extensive comprehensive, general, and master plan, redevelopment, revitalization and preservation experience.

Maria’s strengths include land planning, urban design, economic development, rural planning, agricultural conversion, tribal and border town planning, and public participation programs. She has worked with many local governments, public agencies, and private entities both in Arizona and Florida and has strong growth management experience. Maria is well versed in Growing Smart and Growing Smarter Plus legislations. She is also bilingual (English and Spanish) and participates in the Arizona/Sonora, the Tucson Commerce Corridor, and the CANAMEX economic development programs. She received an award in 2005 for outstanding contributions to the University of Arizona Science and Technology Park and serves as member of the Tech Park Design Review Committee.

Raquel Goodrich, Project Manager, Planner Division
Raquel is a project manager with The Planning Center. She is responsible for assisting with the preparation of comprehensive and general plans, housing studies, land use and zoning codes, and neighborhood and area plans. Raquel graduated from Unity College with a bachelors degree in Environmental Policy and from University of Maine with a masters degree in Public Administration with a concentration in Planning, Development and Environmental Sustainability. Prior to joining The Planning Center, she worked at the Maine Natural Areas Program, the Maine Department of Environmental Protection, and the New Hampshire Sierra Club.

Raquel has more than 5 years of experience in public participation, including organizing and leading public events and workshops in regard to sprawl, smart growth, transportation and other land use planning issues. She has experience in meeting facilitation and served as the meeting facilitator on Maine’s Beginning with Habitat GIS Committee, a habitat-based landscape approach to land use planning.

Michael Dollin, RLA, ASLA, Principal and Owner since 1989
Urban designer, LANDSCAPE ARCHITECT, and educator are all titles used to describe Michael Dollin. An award winning landscape architect, Michael is a collaborator, facilitator and creative urbanist who resides and works in Central Arizona, in the Phoenix metropolitan region of the Sonoran Desert. With over twenty years of experience on a wide range of built and published projects, much of his work is in the public realm. Emphasizing integration of design and environment, his work consistently seeks to elevate the quality of the constructed world. Michael Dollin began his private practice in 1989 after a decade of work with leading multidisciplinary architecture, planning, engineering, and landscape architecture firms, working primarily in Arizona, Texas, and the Middle East. He constantly strives to bring a higher quality of design professionalism and environmental sensitivity to the urban environment, with a particular focus on desert cities. His belief that the urban, constructed environment is a living system, subject to both human and natural principles is the foundation of the work of the firm. Michael has signficant experience working with municipal entities and high profile projects. He is regularly sought out as an expert in Arizona Landscape Architecture. Michael has also been affiliated with Arizona State University as a faculty research associate since 1989 and the Joint Urban Design Program, now called Phoenix Urban Research Lab (PURL) at the ASU Downtown Center since 1991. Project work at the Phoenix Urban Research Lab includes pedestrian and streetscape studies for downtown Phoenix; planning and design charrettes and publications for many communities; and community outreach and research. He is currently an assistant clinical research professor in the College of Design.

Marcy McInelly, AIA - Urban Designer
Before founding Urbsworks in 1995, Marcy designed and managed architectural and urban design projects in New York City and Oregon at Skidmore Owings and Merrill and Fletcher Farr Ayotte. She served as an appointed member of the Portland Planning Commission from 1997 until May of 2002 and she is a founding member of the Portland metropolitan region Coalition for a Livable Future. Marcy enjoys the challenge of projects that have significant public involvement, regulatory and design components. She has significant experience managing and collaborating with teams of consultants, and she focuses her work on development implementation. Marcy is a frequent contributor to conferences and symposia that focus on urban design and transit-oriented development, speaking at local and national planning and transportation conferences for Congress for the New Urbanism, National APA and Oregon APA, the American Institute of Architects, 1000 Friends of Oregon and other groups. In 2004, she was appointed to chair the Transportation Task Force of the Congress for the New Urbanism, There she oversees the joint ITE (Institute of Transportation Engineers) and CNU street design manual for context sensitive design.

Michelle Marx - Urban Designer/Planner
Michelle recently completed her Master of Science in Community and Regional Planning at The University of Texas at Austin, where she focused on urban design and growth management. Her work has focused on creating pedestrian friendly, mixed-use, transit-oriented environments from the neighborhood to the regional level. Her recent professional experience includes work on neighborhood and downtown plans, streetscape plans, and design guidelines and form based codes. Previous to her planning career, she studied law and worked as a legislative analyst for the Texas House of Representatives.

Bisbee officials, experts listening to San Jose residents’ wants for the future this week

BISBEE — Bisbee planners know growth is coming to the San Jose District of the historic city.

But rather than just approve whatever development that comes along, city officials would rather have public input so that a vision of how residents want their community to look in the coming years can be realized. The charrette that has been going on this week has given the team of experts and city staff and officials the direction needed to guide the community into its future.

The City of Bisbee’s Community Development Department will launch the San Jose Planning Charrette with a public meeting on May 5, 2008. The charrette, a creative and intense series of sessions engaging professional planners and the public, will run for six days and close with a public meeting on May 10, 2008 at 1:00 p.m.

theater simple, an internationally acclaimed theater company based in Seattle, Washington, will be making their Arizona debut in Bisbee. One of their site-specific creations, PARK BENCH, will be coming to Bisbee at the request of the City’s Community Development Department. Founded by Llysa Holland and Andrew Litzky, theater simple has performed in four countries on three continents and produced over 40 plays and site-specific events.
